The service is intended for organizations seeking to acquire services for the development, implementation, maintenance and / or modernization of information technology solutions and / or information systems. In order to procure these services on the market, it is particularly important to precisely and clearly define business requirements and establish technological or financial constraints related to the IT solution and / or information system implementation environment. The purpose of the service is to analyze and define in detail the business requirements of the organization arising from the nature of its activities, as well as the legislation, good practices and technological requirements or restrictions governing the field of activity.

The technical specification of public procurement of information technology solutions and / or information systems development, implementation, maintenance and modernization services must be prepared in accordance with the requirements of the Law on Public Procurement of the Republic of Lithuania, IS lifecycle management legislation and the recommendations approved by the Public Procurement Office.
